Kanawha board cancels construction manager contract for Hoover, Clendenin/Bridge elementary

The Kanawha County Board of Education voted unanimously Monday to cancel the contract with the construction management company the West Virginia School Building Authority had assigned to the planned new Herbert Hoover High and consolidated Bridge/Clendenin elementary.

The move, which took place in a five-minute meeting, adds Kanawha to the list of public school systems that have dumped or have moved to dump their construction managers following backlash from schools superintendents and leaders in the school design/construction industry to the SBA’s assigning of these firms.

The SBA has publicly abandoned forcing or urging counties to use the companies. Scott Raines, the SBA’s director of school planning and construction, said in October 2017, under grilling from then-new SBA board Chairman Brian Abraham, that SBA written policy wasn’t followed in the advertisement process for construction management firms.

After that advertisement process, the SBA had assigned two companies, PCS, based in Ohio and West Virginia, and MBP, which is based in Virginia but has offices in multiple states, to public school building projects around West Virginia.

Charles Wilson, the Kanawha school system’s executive director of facilities planning, estimated the cancellation to save roughly $2 million, though he noted that figure is a “moving target.”

Raines has argued in the past that the construction managers ultimately saved money. PCS declined comment Monday.

Wilson said the county will still have to pay PCS roughly half a million dollars for services it has already provided.

“We had a lot of meetings with them and FEMA [the Federal Emergency Management Agency] and the SBA, trying to get things set up,” Wilson said when asked what the roughly $500,000 went to. “They did our preliminary estimates and costs of construction and they also provided preliminary schedules for the duration of those projects.”

If the contract would have continued, Wilson said PCS’ work would’ve included “monitoring the schedules, monitoring the budgets, constructability reviews, dealing with various prime contractors on the job as kind of a go between between us and the contractors.”

He said “clerk of the works” would be hired to oversee construction for each project.

“The architects will provide additional services under their contracts to cover the areas that the construction manager — where we need construction management,” Wilson said.

“After meeting with the architectural firms for each project, we went through the various options and I started looking at some costs, and it became evident that we could find a better project delivery method that would expedite the project and save money,” Wilson said.

PCS got a $1.2 million contract, with the possibility of more money in the future, for work on schools to replace Herbert Hoover High and Clendenin Elementary, which closed after being damaged in the June 2016 flood. FEMA is planned to provide most of the funding for the projects.

Also Monday:

  • No one showed up to speak at the board’s closure hearing for Bridge Elementary, which didn’t close after the flood but is planned to be consolidated with Clendenin Elementary to create the new school. The board must still vote on whether to approve the closure.
  • The board accepted the retirement of Carver Career Center Principal L. Phillip Calvert II, effective June 30, and the retirement of Title I Director Pam Padon, effective Aug. 31. The board also approved transferring Brian Barth from his Hoover art position to an assistant principal position at Nitro High, effective today.

Obituary-Garnet “Mike” Naylor

Garnet “Mike” Naylor, 90, of Pinch, passed away Saturday, April 7, 2018. He was born December 23, 1927, in Quick, a son of the late Estil and Ufa Naylor.

Mike retired from Union Carbide’s South Charleston Division and Sanderson Mining Division after 32 years and M.C. Naylor Monument Engraving, in which he owned and operated until the age of 88.

Mike was an avid fisherman and loved to camp at Burnsville Lake, as well as taking the family on vacation. He was a member of the United Mine Workers of America. Mike traveled with Naylor Network Evangelistic Association, in which he was a charter member. He enjoyed time with his children, grandchildren and great-grandchildren, as well as his grand-dog, Willie, who had a very special place in his heart.

Mike was a deacon of Pinch Baptist Church for many years and attended Mt. Pleasant Baptist Church.

He is survived by his wife, Miriam Naylor, of 68 wonderful years; daughter, Charlene Harless and husband Richard of Pinch, and David Naylor and wife Debbie of Pinch; grandchildren, James Harless of Pinch, Shannon Harless of Greenville, S.C., Michael Naylor of Hurricane, Alexander Naylor of Pinch, Glenn Naylor II of Quick and Nicholas Naylor of Raleigh, N.C.; great – grandchildren, Aeriel Noe, Israel and Reece Harless, Kaylei Dawn Naylor; and his grand-dog, Willie.

In addition to his parents, Mike was preceded in death by his son, Glenn Alan Naylor.

The family wishes to make special mention and thanks to Ronnie Stricker, Joe Woda, R.N., of Gentiva, all of the staff of Thomas Memorial Hospital, HealthSouth Rehabilitation in Barboursville, and Hubbard Hospice at Thomas Memorial Hospital.

Hafer Funeral Home has been entrusted with arrangements. Friends and family will be received at Mt. Pleasant Baptist Church, located at 58 Mt. Pleasant Drive, Elkview, Tuesday, April 10, from 5 to 8 p.m., and one hour prior to the funeral service on Wednesday, April 11, at 2 p.m., with Pastor Lee Swor officiating. Interment will follow at Sunset Memorial Gardens in South Charleston.

Super Saturday Cancelled Due To Cold Temperatures

We all will have to wait just a little longer for the start of Little League this year.

According to Tabitha Clendenin with the Clendenin Little League, Super Saturday has been cancelled.

Due to cold temperatures all games have been cancelled including the opening ceremony.

Pictures are still scheduled and will be moved to the Clendenin Fire Department.

A new schedule will be available soon.

Obituary-Adelee Conley

Adelee Conley, 93, of Walton, passed away on Thursday, April 5, 2018, at Thomas Memorial Hospital in Charleston.

She was born September 27, 1924, in Parkersburg, a daughter of the late Doy G. and Veva Lowe Westfall. She formerly worked at DuPont and for C.C. Conley & Sons, was a member of the Walton Union Church and was currently on the Board of Directors of Poca Valley Bank, where from 1981 to 1999, she served as corporate secretary.

Addelee is survived by three sisters, Dorla Ashley and Doris O’Brien, both of Gandeeville, and Barbara Mikeal of Elkview; and several nieces and nephews, great-nieces and nephews, and great-great-nieces and nephews.

She was preceded in death by her husband, John Ronald Conley, and two brothers, Doy Westfall Jr. and Charles William Westfall.

Service will be 2 p.m. Sunday, April 8, at the Taylor-Vandale Funeral Home in Spencer, with Pastor Ron Daugherty officiating. Burial will follow in the Eventide Cemetery in Spencer. Visiting will be two hours prior to the service on Sunday.

Obituary-Wilbert L. “Webb” Woods Jr.

Wilbert “Webb” L Woods Jr., 93, of Palm Bay, Fla., passed away on April 2, 2018, in Melbourne, Fla., at the home of his daughter.

Friends may visit at 1 p.m. on Sunday April 8, at Ammen Family Funeral Home, 1001 Hickory Street, Melbourne, FL 32901.

Funeral services will be held at 2 p.m., with the Pastor John Johnson and Steven West officiating. Entombment will follow at Fountainhead Memorial Park, Palm Bay, Fla.

Webb was born in Clendenin, W.Va., to the late Wilbert L Woods and Myrtle White Woods on October 26, 1924. He is survived by his wife, Mildred of 55 years; his daughter, Trina Jarvis (husband Donald); his daughter, Tracie Woods Harris (husband Tom); two grandchildren, Tiffany Jarvis and Jordan Woods both of Melbourne; and his brother, Curtis Woods (wife Betty) of Hurricane, W.Va.

Webb was preceded in death by his two sisters, Virginia Webster and Marie Conrad (Winston Salem, N.C.); and six brothers, Virgil “Bud,” Carmel “Deck,” John, Charles “Butch” and Herbert.

He attended Clendenin High School. He was a veteran of World War II, serving in the Navy and was awarded a Purple Heart. He was on an island in the Pacific when the island was bombed by the Japanese. A piece of bomb shrapnel hit him in the back where he was nearly paralyzed. Upon returning to Clendenin, he owned Clendenin Taxi and then worked for General Pipeline for several years. Webb then become a truck driver for Smith Transfer in Belle, W.Va., and then he worked for Yellow Freight in Raphine, Va., from which he retired in 2000. He was a member of the Teamsters Union No. 29.

All who knew Webb would say he was a generous and giving man who was loved by many. He will be deeply missed by all.

Webb’s family would like to gratefully acknowledge and give thanks to his many caretakers and medical professionals that provided wonderful care for him over the last year.
